The seller gives you long enough to file a claim then gives PayPal proof it's been shipped, they deny your case then your item comes in the mail and it's not what you ordered. PayPal said that the shipper provided proof of purchase and closed the case.
The merchant never responded to PayPal. July 22nd, Paypal closes the case in my favor and said in an email that I met the requirements of Seller Protection, money was given back to me, case was closed. thats BS. Click ‘Appeal’ under 'Action'.

Can you appeal a denial if you received the item but it wasn't what you ordered? I opened a dispute against a seller for a non-ebay item due to having paid them for next day delivery but the item did not arrive until 5 working days later. I filed a claim for a refund against a merchant who never had the item in stock.
First, exhaust all avenues of reasonable action to resolve the case. The worse is I am not allowed to respond and I cannot update the case of reopen it. News, Updates, or Anything eBay is Welcome.

contact the cc company about a chargeback. I did not send it to him i refunded it though a partial refund on the paypal transaction and i was fine with that. I paid 29.98 dollars only to receive a sunglasses that worth maybe 3 pounds.
The seller has issued a partial refund of £2.00 to your PayPal account. Buyer opened a item not received case. Paypal are not interested and let sellers get away with this. the seller cant even provide a pic of the product sitting at my door. A kind of lounge if you will. Provide information for your appeal.
